Each action has an explicit trigger in the tool: EPA water violations or detections, EPA radon zone, or FEMA historical claim evidence. Triggered actions are sorted by high, medium, then low urgency. The tool does not infer a safe result from missing fields and does not calculate a cost-effectiveness ratio.
